Slow Gears illusion

The gear wheels should appear to slowly rotate. The one on the left side of the screen should turn clockwise and the one on the right side of the ashould turn counter-clockwise.Gear Wheels are not actually rotating.You can confirm this by noting the position of outer wheels.
